After ‘Dog Babu’, ‘Cat Kumar’ son of ‘Catty Boss’ applies for ID proof in Bihar

A police investigation is underway in Bihar’s Rohtas district after an online application for a residence certificate was filed under the name “Cat Kumar,” with “Catty Boss” listed as the father and “Catiya Devi” as the mother. The application, dated July 29, carried a valid phone number, email address, and the photograph of a cat. It listed an address in Atimiganj village, Nasriganj block.

Rohtas District Magistrate Udita Singh directed Revenue Officer Kaushal Patel to lodge a case against unknown persons at Nasriganj police station. The FIR states that the application contained fabricated personal details and was submitted through the Bihar Right to Public Service (RTPS) portal. Police have begun tracing the source of the submission and verifying the digital trail left by the applicant.

The complaint was lodged after Kaushal Patel, while enquiring about his own RTPS application at the district office, discovered that another application from the same address carried his photograph but listed the name as “Cat Kumar” with different parental details. He alleged that the photo misuse could be aimed at obtaining government benefits or securing an advantage in competitive examinations.

This incident comes weeks after two similar fake applications surfaced in Bihar. In Masaurhi, Patna district, a residence certificate was issued in the name of “Dog Babu,” with “Kutta Babu” and “Kuttiya Devi” as parents, leading to the arrest of a circle office employee. In East Champaran, an application was submitted under the name “Sonalika Tractor.” Both cases resulted in departmental action against officials involved in processing the applications.

Officials have noted an increase in residential certificate applications since the start of the electoral roll revision process in Bihar, as the certificate is one of 11 documents accepted by the Election Commission for voter enrolment. Police in Rohtas have registered a case for obstruction of government work, with additional charges to be added after identification and arrest of those responsible.
